Cannot see the option to Output to SVCD or DVD

I got this Ulead DVD movie Factory 3 with the DVD Xpress video capture device that I bought.

For some reason, when I try to use any feature such as CreateVideoDisc or DirectToDisc, the only output disc format that is visible is VideoCD. The
manual says that I should be able to choose SVCD and DVD option too. I do not see these radio buttons.
(Something that should be possible with *DVD* movie factory.)

My guess is this has to do something with the codecs. If I run Sherlock it does not list any Ulead codecs.

What do I need to do so that I can see those radio buttons? (SVCD and
DVD).

Did I not install something?

Any help will be greatly appreciated.

Do you have a DVD burner attached to your system? If not, you will have to "burn" to a DVD image (.iso) file.

I do have a DVD burner. But that is not the issue as it does not even let me do anything in SVCD or DVD as output format. Those options are not even seen.

Turned out that I had an old copy of windows installer. When I updated it, I got all the options.
