I have been a user of DVD workshop SE for years I just upgraded to Workshop 2.0. I just burned my first DVD and I used the NTSC, Dolby 3, Good quality with a plextor 716A. The bitrate was variable at 6000.
I used an HP rewritable DVD to burn this project.
Problem is that the DVD looks terrible. When people move they are almost ghosted or blurry. I used the Dolby settings because I have had and issue in the past that people were unable to play the mpeg audio on their DVD player. I decided to try the dolby to see if that corrects the problem. Would using one of the other preset formats solve my problem?
What is causing this bad video? Sound is ok. Is it the bitrate? Do I need to set it lower? I know high bitrates can be a problem.

In all probability, you have set the field order wrong. You don't mention your source file format. If, for example, it is DV, the setting should be lower field first. Most analogue captures require upper field first. These are for viewing on a TV. For viewing on a computer monitor, frame based would be better.

continued problem
This problem really stumps me. The source AVI is beautiful when viewed through media player, adobe premiere, or exported to television through my canopus Storm 2.
The same AVI imported into workshop and viewed through the final preview display looks just like the blurry, ghostly, digitized images I see on the television after the DVD is burned.
I have an athlon xp 2.0 processor could this problem be that it is not a fast enough processor for this program to process the video?
This is very frustrating for 400 dollars you would think the program would burn a DVD better than I am getting.

field order is ok
I just checked the project settings and the field order is Lower Field first in Premiere. (This was captured from a DVD tape) I don't see anyplace to adjust them for Workshop. (I did no editing through workshop all editing was through adobe anyway.)
Any other thoughts or ideas on the cause of my problems?

Firstly, I presume you mean DV, not DVD, tape?
Secondly, I'm unclear about whether you have exported a re-rendered DV file or a DVD-compatible MPEG-2 file from Premiere. IOW, did you encode in Premiere or WS2?
Thirdly, if you imported a MPG file into WS2, under Edit|Video, is the "Convert to Disc Template" box checked when your mpg file is selected on the timeline? If so, this will force re-encoding, which is a distinct quality problem. If you cannot uncheck it, this means the file is not DVD-compatible (of course, if you import an AVI file, then you will not be able to uncheck it, as you are asking WS2 to do the encoding).
Fourthly, to gain field control, locate your DVDWS.INI file in C:\ Documents...\Ulead DVD Workshop\2.0 and open it in Notepad. Under the heading [VIODRIVER], at the end of the list, type ADVANCE=1 (note there are no spaces) and save. When you next open WS2, open the Disc Template Manager and click Edit|Compression and you will see an Advanced button. In the Basic settings, there is a box Field. If this is greyed out, it means that your input file is correctly set (e.g., if it is DV).
Note that you can gain encoding control in the Burn Project to Disc box by clicking on the disc icon to the right of the first line but this will be effective only if the Convert to Disc Template box is checked.
