Is there a simple way to capture and convert PALto NTSC. Does one need a special PAL playback device. I read a previous post but it does not answer the question about a special device.

I do not think you need any special devices on your pc to play Pal or Ntsc files.
Most Pal Dvd Players will play Ntsc video.
Afaik most Ntsc Dvd Players do not play Pal..
Converting Pal to Ntsc or visa versa may not be required when your hardware supports both.
Converting a file should be straight forward, by rendering the file again using the correct settings.

What you do next depends on whether you are in Pal country or Ntsc.
Video Studio will default to one of these options.
So where are you? Fill this in on your profile.
