Cannot apply PI particle effects

I have not seen this posted : I cannot apply the particle effects in any of my PI programs..I have Photo Impact pro ..Pi 10 and Pi 11 on my computer. I have windows xp with all of the updates..
When I have my graphic ready to apply the particle effect I get a message saying "the plugin is unavailable "and the error #is800.312.2078.
This happens in all of my PI programs ..
Help anyone ????
