I just got a K-world capture card that came with the ulead dvd software. Do I need to get a dvd burner? or will my cd burner work? also do I need to burn to dvd disk's or can I use regular cd-RW's.

Even though a CD and a DVD may look the same, a DVD will fact hold hold the equivalant amount of information contained on 6 CD disks.
You can therefore well imagine how much more advanced the completed DVD will be with better Menu's, moving thumbnails, navigational controls etc. the Video's contained on the DVD will be of superior quality and obviously you can have a video that will last a lot longer.
I have transferred all my old VHS tapes onto DVD and thrown the VHS tapes away. the only VHS player in our house is one connected to my computer simply so that I can transfer VHS for friends/relatives onto DVD.
A CD disc can hold about a hour of video but in much lower quality.
There is very little difference now in the cost of blank CD's and Blank DVD's. A 16x DVD writer can now be purchased fairly cheaply.
I would strongly suggest you upgrade to a DVD writer. the DVD writer will also perfom all the functions of a CD writer. You can also use DVD discs in the same way as CD discs and store back up's of your programs, photographs, Word files, Excel spreadsheets etc etc.

To answer the Question most newer dvd players will play vcd/svcd's my 4y/o pioneer wont.
You could create your dvd upto the burning stage ie: instead of burn the dvd you could creat the required dvd .iso image or video_ts folder and transfer that to another comp with a dvd burner to just burn.
However i would sugest do as the others have said buy a dvd burner yourself as the problem of transfering upto 4GB of data may be a prob
