You can't reference files that are on your PC from HTML pages on the Internet -- they need to reside on a web server somewhere.
What are you trying to do, output TO the TV? That would be the only reason for hooking it up to your PC. In order to drive a TV from a PC, the easiest thing to do would be to get a video card with Video Out functionality.
