I am sorry, I have no idea. But why on earth would you want to install a very crippled (that's what SE Basic means) and 'ancient' version of a program (the current version is 9), apart from the fact that it probably came free with a piece of hardware? I have to add, though, that the version is so old that it no longer qualifies for the upgrade discount...

I'll have to second what Ken advises
Also there will be no patches, updates, fixes for such an old program. However even if it does not specify WinXP as an OS, what the question should be will WinXP be capable of running VS4.SE? The answer to that is yes it can.
WinXP has a backwards compatibilty function. Programs that ran on Win95, 98, can run on WinXP. I have Corel Draw Suite 9, which came out before WinXP. However runs just fine on WinXP.

Again, why use this program, when it probably does not even support Firewire importing, and there's probably loads of bugs that can no longer be fixed....

Best of Luck...
