What product do I need? Li'l Help

I need some direction. I coach a AAA level ice hockey team and we've been making "tapes" of most games for teaching purposes and to send to colleges that the player is interested in attending so the coach can see a bit of the player in action.

The "taping" parent uses the Sony Handycam that records to a small-size DVD. So we have the DVD and that's fine. But now we want to do the following: Take about eight or nine thirty to sixty second moments from each game for viewing by players for teaching purposes AND be able to pause and print a still of fifteen to twenty "pictures" from the game so we can pass those around to the players or post them on a large board, also for teaching.

What do you guys think is the best Ulead or other software we can purchase for this purpose. Like everyone else, we would like the least expensive product, yet still have it do what we want.
