Maybe I'm missing something - am using VS8 and want to use the manual option in the crop feature of the video filter to set the dimensions of the crop, however, once I manually crop the image, the perimeter of the crop around the video clip begins to change sizes as the clip is played. If I go to the preset crop option the size doesn't change as the clip is played, however, the preset option doesn't provide the crop size I want.
Basically, my question is - - can the crop size be manually set and have it consistently maintain the same setting throughout the clip? Thanks for any help!

You are not setting the keys for the beginning and end. Make sure you set your desired values HxW for first frame, then click on red diamond on the timeline. Now, jog to the end frame and change your values here as well and click on the red diamond again. This can also be done using copy/paste function. Depending on what you need, make sure to either check or uncheck the Stationary box and Fill Color box. That's it.
