Scanned Pictures on PI XL [HELP]

Hey Ulead fellows,

I have a problem when I scan a picture and put in PI XL, i.e
when i make the image resolution smaller like from 2000 x 2000 pixels to 500x500 pixels ,
the problem is this:
when in 2000x2000 pixels it looks fine, but when in 500x500 pixels it has a lot of red spots and very ugly...

anyone can help me on this??
