No audio in WS with Dolby MPEG

I searched but can't find proper answer to this. I have created a mpeg using VS9 and Dolby and whwn I bring it into the full version of DVD Workshop 2.232 there is no audio when I try to play in the edit step. The file settings are:
PAL DVD
3,472,856 KB size
Video
MPEG 2 Video, Lower field first
24 bits, 720x576,4:3
25 Frames/sec
Variable bit rate(max 6500)
Audio
Dolby Digital Audio
48000Htz, 2/0(L/R)
192Kbps

I have changed the project properties in DVDWS to match but still no audio. The audio on the file plays fine outside of workshop. The same file rendered with LPCM plays OK but for size I was hoping to use Dolby.
Maybe I should just inset the file with LPCM and let WS change it to Dolby?

Would appreciate any help
