I'm using Media Studio 7 and I need to know how to apply a video filter (brightness and contrast) to a individual clip. I want the filter to apply to the entire individual clip. When I try to apply this particular filter I notice during the preview that my settings change as the clip progresses. This should be simple, but I seem to be stumped by it.

Most people ignore the fact that MSPro makes heavy use of context menus. This is one of those times.
MSPro 7 and earlier: in the video filters effect dialog right click the first keyframe and select "Copy". Now right click over the last keyframe and select "Paste".
MSPro 8: in the Effect Manager select the video filter you want to control then right click its first keyframe and select "Copy and Paste to All". That's it.

Perhaps the level changes along the way? If you want the same setting throughout the whole clip, you must go into that effect's properties and make sure the values of everything are the same for the start AND end keyframes. At that point, you might want to save it as a custom effect so you can apply the same thing to all clips.
