Photo Explorer incompatibility with Outlook 2000

I have a registered version of Photo Explorer 7.0 and tried a trial upgrade to 8.5 but alas with the same prolem encountered. When I try to view an attachment in Microsoft Outlook, Photo Explorer then opens in the Temporary Internet Files Directory and the image cannot be seen. There are sub folders shown, but when I try to open any of them no images appear either. Any ideas how get get PE to open JPG attachments?
