When I attempt to start a new project with 720 x 480 DV Quality I get the following error message:
"Cannot veiw at 1:1 resolution. The veiwing resolution of the document will be reduced."
I am also given the message "Insufficient memory" when I try to create a video file.
I am using a Pentium 4 with 1 Gig of memory.
Even a default file will not render.

I hate it when people give me the suggestions I'm about to give you, but your case seems unique so it is probably something about your system.
1) Get the latest video drivers and install them
2) Reinstall C3DPS
I am not sure where the DV codec comes from in your system - maybe C3DPS. If not, see if other apps (i.e. video editors) work with the DV codec.
