Tweak and Fit

I ripped a DVD and want to burn it to a 4.7GB DVD. When I open the folder in T&F, I get the error message, "The estimated DVD-Video size is close to the size specified in the 'Fit to Size' column. The actual size may exceed the target size. Continue?" Well, I don't want the file to exceed the target. I want Tweak & Fit to tweak and fit the file to the disk. What am I missing here? I click "No to reduce the current DVD size", but I'm not sure what that means. Isn't T&F supposed to re-encode the file to fit on a standard DVD?
