I need some PSE instructions translated to PSP.

I need some PSE instructions translated to PSP.

I'm following a tutorial. I normally can figure out the proper PSP steps for PSE tutorials but this one uses an effect that I have never heard of. It is a filter called "Rough Pastels". I've no idea for an equivalent. In the tutorial, it's supposed to make "a soft fuzzy flannel effect." This follows an effect that she calls cotton fabric by adding noise. It goes like this:
Go to the top menubar and click Filter<Noise<Add Noise.
Add 10% of Noise, and make sure Uniform and Monochromatic are both checked.
This adds a cotton fabric effect...
Okay I got this first part. It's easy, in fact. Adjust > Add/Remove Noise > Add > and enter what she said.
... but I will go one step further to get a soft fuzzy flannel effect.

Go to the top menubar and click Filter<Artistic<Rough Pastels.
Adjust the Stroke Length to 6, Stroke Detail to 4, Canvas Texture Scaling 100%, Relief 20, with Bottom Light.
I cannot seem to figure out the best way to achieve this. It really does work though. The image looks just like flannel!

I even considered a series of steps but realized that it likely will not work since stroke is so specific.

Any suggestions?

Can we see the tutorial? PSP doesn't have an exact equivalent, the closest with a brush strokes option is well brush strokes. Effects -> Art Media Effects -> Brush strokes. But maybe there's something else that gives a similar result without those same options.

Otherwise the G'Mic plugin has a pastell Art effect with lots of different settings. None of them matching PSE.

It's a paid subscriber tutorial for scrapbooking, but it just dawned on me that I can print it so I'm attaching a pdf.

It doesn't have to match it exact, but something that will achieve the effect.

If the tutorial is paid best not to upload it without permission. If you don't have express license to print and distribute, best not to chance it. Do they have a public facing example image?
