Hello!
This is a project file that (*.pspimage) I created from an imported Photoshop project file (*.PSD). It has a lot of layers already defined, but when I try to add a layer, all of the options (New Raster Layer, etc) are grayed out. I dont think it has anywhere near the limit (500??) for number of layers. Is there something else that might be blocking me from adding layers? I also tried deleting a bunch of layers, but those options are still grayed out.

Can you tell us which version of PSP you're using? The 64-bit or 32-bit version? I can't think of anything specifically that would stop layer creation, but PSP version will give us a starting point.
Also can you tell us how much memory is being used for the image? You can find this information by going to Image->Image Information. And then the "Image Information" tab, at the bottom is a section "Memory Used"
EDIT: You're not in the middle of editing a text object are you? That is one way in which the option to add/remove layers won't work. You have to get out of text editing mode. Just changing your selected tool is enough to do that, if you have the text tool active that is. If you don't then that won't be the reason. Also, Quick Selection edit mode where you're actively painting or editing a selection. But at the moment that's about all I can think of.

Welp, LeviFiction, thank you for telling me about that 'Image Information' tab. Somehow (and I dont know where or how they stuffed them all in) this image has 1276 layers. I guess that goes a LONG WAY to explaining my problem. I thought that the way that this image was created was incredibly cool for what I am trying to do, but I need to find a way to cut down the number of layers. I guess that is my next project
