Trying to make an actual vector shape

I am using PSP 2023. when I draw a circle or a curve, I don't get an actual vector. I am using the pen tool, and the ellipse shape tools, and am drawing on a vector layer. Why is it drawing more like a raster layer and not smooth like a true vector?
I can make the same shape in Inkscape and it is an actual vector. Any ideas? is something not set correctly?

Unless you have the mode set to Selection or Raster or Floating selection, they are vectors. Vectors that can be resized endlessly without affecting the quality. HOWEVER, this is important, PSP is a raster application. It renders the vector onto a raster canvas, so size of the canvas, vector, stroke, anti-aliasing, and zoom ratio all come into play. It's not endlessly rendering the vector to your screen smoothly, it's projecting the render onto the pixels in the canvas of the image. So it's sharpness will be limited by the size of the canvas.

Inkscape has an near infinite canvas and can re-draw endlessly onto it. It gets smoother when you zoom in because it's not drawing into a limited number of pixels of the canvas, it's only limited by the pixels on the screen.
