Hi, wlmpilot
In the technical specifications of the PDF you sent (Judys Grandmother.pdf), it was indicated that the scan was done with an iX500 scanner.

Your Epson scanner has a better resolution. You can scan at 1200 DPI. You have to scan by unchecking all the options (Unscharp mask, Descreening). See page 147 of your user manual. Make a BMP file. Then in PSP, you can convert the BMP into a JPG at maximum quality.

Well, now I have another problem. I probably need to find someone or some company who prints custom sizes. When I uploaded the 13-1/2 x 20 to Walgreens, I did not have a custom option. So I chose 16x20. As you can see in the attachment, the 16x20 cuts off at the top and bottom compared to what is shown in the 4x6. Either I need to reduce the size then figure out the proportion for the 16x20 so that the end result will allow us to trim it down to a 13-1/2 x 20 or find that custom print person/business.

Also, we want a matte finish but "Satin" is the only finish for poster size prints.

Suggestion.

Create a 16x20in image at 300 PPP.
Open the GrandMother image and copy/paste it as a new layer in the 16x20in image.
Fill with white on the left and right sides.

I thought I replied with this the other day but apparently it did not go through.

So, I tried to order a matte finish of the 13-1/2 x 20 in from Walgreens. That size is not an option and apparently the "poster" sizes only come in Satin. Below is the screenshot of how the photo was cropped for the 16x20. I guess now I should look for someone who can print a custom size in matte. Unless there is something else I can try is that the direction I need to go in?

I have one more question. As you can see in the attachment, I uploaded to Walgreens and ran into a couple of issues. 1) They don't have the size I need (13.5in x 20in), and 2) they only print with a Satin finish for poster size pictures.

What options do I have to get a print at the size I need?

Create a 16x20in image at 300 PPP. You'll cut it later in 13.5x20 when received.
Open the GrandMother.jpg that I have posted and copy/paste it as a new layer in the 16x20in image.
Fill with white on the left and right sides.
13to16.jpg
(on the left: the 13.5x20 and on the right: the 16x20 that you'll send to Walgreens)
