If you buy yearly, true. But you can go several years without upgrading and then do one upgrade getting the full list of features added since. Though, for me personally, they haven't really added more than two or three things I like since version 12.5.

There's a working 15% coupon code available, but if you click on "Upgrade", then apply the coupon code, it changes your purchase to "Full", then applies the 15% discount.

Zantara heeft gelijk, er is niets niew. Iedere 'nieuwe' versie heeft fluff, maar niets wat beter is dan in de oude uitgave.

Zantara is correct, the 'new' versions are just old ones with a bit of fluff. I stopped after PSSPX9, which is excellent and I use it every day.
Corel never did very much with the vector side of PSP, which is another reason not to get too enthusiastic.
Such a shame, please bring back Jasc... and those clever coders.

I have just looked at the "what's new" of PSP 2023 and it appears as if it is just focus stacking and inclusion of Aftershot. A while back I decided not to invest in any more Corel softwear due to their poor performance in fixing bugs (i.e. buy a new version) and even creating bugs in working applications - geo-tagging made to fail (as Corel used Google maps but wouldn't pay for them) & facial recognition as examples. There was also a problem with Aftershot Pro as they were very slow to add new RAW formats and the interoperability with PSP was awful.
Corel's update policy is so different from Serif's in Affinity Photo. I bought that during a half-price offer (under GPB25) and have had several updates already. Affinity Photo is a different beast and does not do some of the simpler things in PSP (organise, manage, smart fix etc.) but it does what I call the hard things much better. Focus stacking was one of the things I wanted and Affinity Photo had it years ago. Also, being able to stack images (auto aligned) and do a median average to remove unwanted objects is almost magical. The 'help' and tutorials are, in my opinion, better than anything Corel post. Quite a few are done by an obvious photography enthusiast.
That being said, I will continue to use PSP 2020 as I have invested time in learning it and have written a few Python code snippets to automate some tasks.

What would be new would be a way to reliably turn off the pop-up messages advertising so-called "upgrades".

In more and more software I see in a settings a "new" global switch to [x] OFF all online functions ...as updates, check latest plugins, news, loggs, online storages, etc.

Agree with the comments above though I have purchased the 2023 version for $69 Canadian and consider it just a subscription cost! That's essentially what it works out to be.
Actually, for reputable developers (typically smaller ones) I don't mind a subscription(as long as it is too much) as I know a developer cannot survive on city water for nutrition, and for markets that are saturated (which would be most consumer software) there probably isn't enough users out there to keep them alive.
But I don't consider Corel a reputable developer, as is alluded above. The new versions are functionally identical to the older in my experience. So I dont' know why I bought this one. Fooled by the advertising I guess. And I did take chances because if anything at all doesn't work Corel won't help because their support is as bad/awful/pathetic as anything out there.
The 32-bit thing - the one problem that I identify is the lack of a Twain 64 bit version. I cannot use my Epson scanner's native twain because it is only 32 bit. VueScan works adequately well, though, but occasionally the mildly cluncky interface fools me.

Maybe they need to stop releasing a new version yearly and remove the year from the versioning and just leave the version number.
Then when they have something substantial and new to offer, they can release a new version without needing to meet the yearly update schedule.

I will publish that idea with credit to Sheng-Si (or is it Sheng-si or sheng-si?)
Edit: I tried it. The old plugins do not show. I set the compatibility to Windows 8 then 7, same difference.

I think it only works with old software that worked under Windows Vista, 7 or 8. PSP 2023 is made for Windows 11 64-bits and you can't fool it, apparently.
But the idea was brilliant.

My scanner only works in 32bit mode. Or at least i prefer to use it so.
