I recently purchased Paintshop Pro 2022. I watched a video on how to take a photo, turn it to black and white or grayscale, and then choose three different colors based on the value of the blacks, grays, and whites to create a new image with just those three colors.
That was a couple weeks ago, and I have been trying to locate the video/tutorial ever since.
Can anyone help me find that video/tutorial?

Do Image/Decrease Color Depth/X Colors.
Set Palette Number to 3 (Standard or Optimized). Image/Increase Color Depth/RGB-8bits/channel.
Select the Color Replacer Tool (not the Color Changer Tool).
In the Materials Palette, select a target Foreground color (blue in my example) and the medium grey of the image as Background color (right-click with the Dropper Tool).
In the Options toolbar of the Color Replacer Tool, click on Replace all pixels. Do the same with the dark grey (change it to black).
Set Palette Number to 3 (Standard or Optimized). Image/Increase Color Depth/RGB-8bits/channel.

Thanks. This is what I was searching for. I did use the FLOOD FILL tool instead of the color changer. It worked much better for what I wanted.
