Strange, I would suspect the way your system downloaded the file.
Rename the file to remove the .part
Can you run Video Studio and Help - About if it shows 23.1.0.481 then you are using the upto date version and SP2 is not required
If you do need SP2 and it fails to install then you should re-install the program

Normally, the .part result is because your download was incomplete, for some or any reason.
The most effective fix for that is to delete it, clean it out using a cleaner like Cclean (both remove files and registry check/remove broken links, because the incomplete download will feature in the registry somewhere), reboot and start the download again.

Changes since the update I tried
We fixed an issue resulting in video studio closing when importing video files M2TS (m2ts) and mpg files.
Fixed FX appearing as a trial version of NewBlueFX Video EssentialsⅦ.
The CC title item of the title disappears and it appears in the All item.
In the template, Boris FX displays 38 (8 before the update).
Problem.
CC title sample (3 bad) Clicking wrong, Video Studio closes.
Clicking the wrong sample (1) in Boris FX in the template will close the video studio.
Submit ticket to Corel Ticket (5921467) There is no answer.

As far as I am aware if you purchase Video Studio 2020 you will get the latest version and no service pack will be required.
At least that is what happened when I recently downloaded the program.
I do not have a list of fixes, but will do a search and if I find the details will post here again.
Unfortunately not everything was addressed and we are now waiting for SP3
