As far as I can see it works on Win10 and Win 8.1 BUT, you may experience problems because in reality, it's not supposed to be compatible with either operating systems.

You may think about running the software in compatible mode of say, Win 7.

I just want to let people here know that in my experience even the older PhotoImpact 12 runs fine on Windows 7 64bit, as well as on Windows 10. I have been intensively using it on Windows 7 from 2010 to 2016, and for about one year now I'm using it without any troubles on Windows 10 64 bit. I now additionally installed PhotoImpact X3 on Win 10 64 bit, no problems again. I do NOT have to use compatibility mode, it's just running fine like a regular program designed for Win7 or Win10.

For information, I posted this in another thread. It is my own experience of PI and Win 10.
Just a bit of advice based on my own experience.

I'm on the Windows Insider program. PhotoImpact X3 worked fine on Windows 10 until a month or so ago, then after each Insider build update it wouldn't. I rolled back each time and it was fine again, but I was missing build after build of Windows. I contacted Corel and they told me the same - PI isn't supported on W10 anymore.

At some point, the changes on the Insider builds WILL make it through to W10 in the wild, so PI is almost certainly going to stop working as a standard installation.

I used PI from at least 2001, and upgraded successively. It was like saying goodbye to an old friend, but it HAS been obsolete for some years now. X3 first ran under Vista. If I rememember (I might be wrong), I think the (or "a") version before that which ran on XP wouldn't run on Vista, hence the upgrade for me at the time.

I am not sure that it is correct to call a programme you can still buy 'obsolete' -- PhotoImpact is still available from Corel here :-

at the present time mine is still working perfectly on Win 10 - how long do the insider changes you mentioned take to get out to the general public

I don't know, Brian - the "insider" doesn't know what has changed in the guts of the OS, just what he sees on the outside.

There are some very early changes that may never see the light of day, and some which are release candidates (RCs) and are theoretically soon to be released in normal Windows updates to typical users. Those RCs can go wild within months.

I didn't realise PhotoImpact was still available - although Corel only says it works up to XP/Vista so I guess I, along with everyone else, was lucky to have it survive W7's whole lifetime and a year of W10 into the bargain. When I started with it at least as early as 2001 (though I originally got into it through an 'SE' giveaway with another application) it was owned by Ulead. I know that Corel took Ulead over around 2008, and some time after it was announced that development on PhotoImpact would stop and PSP would be the core application (2009). The last version was X3. The gospel according to Wikipedia says that 13 and X3 are the same. It's weird that Nova Developments USA are also selling their own branded version (as "Pro") on Amazon, though Wiki points out this is identical to X3.

PhotoImpact's sudden death on my system this year was a shame after so much use. I simply upgraded to PSP after trialling it for a day and seeing it was at least as good as (learning curve notwithstanding). I guess my use of the term "obsolete" is not quite accurate in one sense, but in the sense that PhotoImpact development stopped before W7 was released, it has a grain of truth for the whole of W7's lifetime and beyond.

I suspect Corel knew it worked with W7 just wanted to capitalise on a decent program while there was still a huge market among XP/W7 users. That's probably less true now.
