Instead of pasting an image into every single frame, can you paste to all frames in Ulead GIF Animator?
Can you paste the same image to a specific location (for example the lower left corner) of every frame?

Remember this important fact: When you paste into GA 5, you are not pasting into a frame - you are adding an object to the Object Manager. It will be visible in the frame that was selected when you hit "Paste," but now that you have the object added, there's no point adding it again.

Edit > Paste Image > Move image where you want it to be
Frame > Synchronize Objects Across Frames > CHECK: Active object(s) only and Visibility and Apply to All frames > OK
I couldn't find this anywhere on the internet using search terms "paste image in all frames" which is how new users search for this.

That's great, I hope it helps people but (if I may) see where you put "checking the applicable boxes." It will take new users 45 minutes to figure out what that means. 
It would take them 5 seconds if you put this: Edit > Paste Image > Move image where you want it to be
Frame > Synchronize Objects Across Frames >
SELECT: Active object(s) only
CHECK: Visibility
SELECT: Apply to All frames > OK

I would like to use this process to add a foreground image to my current animation project, but the transparant parts are being filled in with white space.
I have followed the technique above
and have check the box "apply the following attributes:"

Does this foreground image you're adding actually have a transparent background itself? If not, then you'll have to use the Magic Wand tool to remove the background white space. Without any further information, that's my best guess as to your issue. The crystal ball is in the shop for repairs.
