Does anyone know if it's possible to create Stereograms using PSP?
I believe there is a method for Photoshop, but that's something I don't have or use.

Technically yes, depends on what you're wanting to do. If simple 2D cutouts are what you're looking for PSP will work fine.

The first one explains the concept. They do mention using 3D effects but as you read you notice those aren't strictly necessary. This can be done with plain text objects. The second is a full tutorial on how to do it in Paint.NET. they are just using basic tools like selections, the pick tool, and layers.
If you want 3D images, everything I'm finding online suggests making a 3D object in a 3D software and getting a depth map out of it. Making the pattern in a software like PSP. And then using a dedicated stereogram maker to put them together.
