I found the solution and it is really really strange and I believe should reported to Corel. It makes a blink when I checked your config. You use onboard GPU.

Good news that you have managed to improve the video quality.
I have AMD and as video studio does not support, I always deselect all acceleration options.
Out of interest I will test again just to see if i can replicate the bad video with accelerations selected.
You should contact Corel Support giving them details, I will also pass on the details of this post to the Corel developers, dont think there will be any change with the current version 2020 as the next video studio version will be released in mid February, if history repeats itself.
I can confirm the selecting Nvidia Cuda and enabling hardware acceleration creates terrible quality mp4 shared videos! I've spent hours testing different video formats. Disabling acceleration or selecting Intel Quick Sync produces the quality I would expect.
