Actually running AVG but added PSP to exemptions and still does the same thing. Updated AVG and still does the same thing. Still can't find a way around this. Everything can write to Pictures and Documents *EXCEPT* for PSP, I still get the errors. ☹ Do you have two or more accounts on your computer...

As CHoffman says, other photos are needed to reconstruct the missing parts.
My attempt (but it takes many time to do it and I don't have that time): Done with MakeOver tool (Strenght 100 and different sizes) + selection tool (eye) + clone tool

Sure you are in Essentials workspace.
Select the Complete workspace (File/Workspace).

You have a problem with the driver of your video card. PSP 2021 is not the culprit.
