Well I managed to duplicate the results that the OP complained about. I used a scanned image at 300 PPI and loaded it into PSP and Image information showed it as 300 PPI under both Image Information and Exif information. Just tested and I automatically drag images around on the workspace by clicking and dragging on each images title bar as that is the largest target, dragging from the other three margins does not work as you get nothing or a double headed arrow which makes the window larger exposing the background.

This is why if you have a problem with a particular tool then you should reset that tool to default.
