To Corel:

You can finger point all you want. You can blame Microsoft all you want. All I know is that I have the latest version of Windows 10 and the latest version of Corel Paint Shop Pro. My start up times are crazy long and it all started with the Windows 10 Fall Creators Update which Corel obviously did not keep up with.

It seems that Corel was asleep at the wheel by not keeping up on what changes took place with that Windows Update and did not bother to update PSP 2018 Accordingly. It has been 6 months since that update and Corel has done nothing to correct the issue. Corel is just now starting to look at the issue, and the Windows Defender fix is not even the issue, I do not even use Windows Defender, it is Disabled. Corel has to follow the Microsoft changes, as Microsoft is not going to change anything for Corel. I am tired of paying good money for software from a company that is asleep at the wheel with keeping up with necessary changes and updates Corel, this is on you to correct, and it needs to be done soon, as I am looking to switch to different software because Corel has become more of a problem than it is worth. I have been using Paint Shop Pro since V3 when JASC owned it, and it has had more problems and issues since Corel bought it than I care to list and I am nearly at the end of my rope with PSP.

Ozric it is possible to have the best of both worlds. I now use Photoline as my go to editor. But I still use PSP on a regular basis.
If you use Photoline you can have PSP as an external editor. Simply start up Photoline. Set up PSP in the external editor menu. Then any time you want any of your favourite PSP features you simply flip across to PSP. Do your tasks and return back to Photoline. You would open PSP. Then open Photoline. By the time you have Photoline going and your file/s loaded PSP will be waiting meekly in the background.

Photoline beats PSP in most categories. But I still prefer how PSP does some tasks. It's no different to using any plugin. Either from Photoline or PSP. You simply treat PSP as you would a plugin.

Good News
I'm not sure what has changed but on both my Windows 10 computers PSP 2018 startup time is now less than 10 seconds. Both are running Win 10 Pro with the Fall feature update (1709) and have SSD disks which helps. Windows Defender & Malwarebytes. The only odd thing I notice is that sometimes I have to click the icon twice to get it to start.

Presumably it's what Joseplin and nev summarised up-thread on 5th February.

Hi, I'm an old time PSP user. From the time it was still freeware. I don't know any other drawing program than PSP. But I had the previous version installed on my D-drive since the C-drive was a 128Gb SSD. Startup time started to become a pain in the a$$. From 30 seconds to 3 min, to 7 min up to 35 minutes. So I installed GIMP in stead, but can not get used to it. Then I saw I could get PSP2018 for only € 20,- (I think). After installation it ran in half a minute, hey, I thought I solved the problem (well, I had a work around). But after a few days half a minute became 3 minutes and yesterday all of a sudden, I was waiting over 15 minutes to have it started.
I use WIN10 64 bits and Kaspersky, no windows defender.
I also installed it on my laptop, to see what it does there. It still starts in a couple of seconds. Also with WIN10 64 bits bit with McAfee LiveSafe.
I may be mistaken, but in spite of what I've read above, I think it has something to do with PSP trying to open locations on pc and on my network, which does not go well in combination with windows 10. Something has to time out. Well, don't know ofcourse, but that's what it looks like.
Now the first thing I do when I start the PC is open PSP, so I at least can work with it when I need it after half an hour.
Cheers, Frank, Netherlands.

I started PSP2018 today at 15.20 hr. I get the full program, but with the blue circle/sandbox. Printscreen does not work, so I took a picture:
The harddisk starts rattling for about two minutes then everything is silent....
Image
Then at 15.38 hr, so 18 minutes later, some more rattling of the harddisk and the blue cirlce changes in the white cursor and I can start working. :(
PSP (both versions I have) is the only program with this problem on my PC.

Just installed this patch tuesday's update KB4074588 and my launch times for 2018 and X9 are reasonable again.

It may not last.

I installed the same patch just now, but it gave me no change in startup time unfortunately.
Cheers, Frank.

I also just installed that MS update on two computers with VS 2018. On my main one, which used to take 70 seconds for 2018 to open after a fresh boot of the computer, it now takes 55 seconds. On the other one, which used to take 50 seconds on a fresh boot, it now takes 40 seconds. So an improvement, but still very slow starts. (The second computer is a Core i7, by the way, with a fairly new installation of Win 10 on a wiped computer.)

I have been having issue's since x8 - I just purchased 2018 ultimate and it's just as bad - I remember back when this was JASC, never had issue's - since Corel took it over it is an ad feeding machine which is very irritating but I still upgraded each year but at this point the program runs so slow as to be useless - I searched and tried a couple of things with no success - photoshop cs3 runs perfect with no issue's but I was always more used to PSP since the Jasc days but at this point between the ads and now this impossibly slow start up and waiting for the menu's to activate - I think I am about done with this product.

Just wondering if people could mention which version of Win 10 they have when posting or place it in their signature or stats as they are different and even have different build versions.
The main ones I have come across so far are Windows 10 version 1607 build14393.2007, 1607 build 1914, 1607 build 1770, Win 10 version 1703 , win 10 version 1709 and probably soon win 10 version 1803?
I have been able to hold onto 1607 because I have set my main computer as on a metered connection and I get nags about twice a day to allow a major update at 5 Gb. I keep clicking remind me later and it goes away for a time.

When we are comparing times of start up especially with Windows 10 are we actually comparing apples with apples or apples with a fruit salad?

All of my Win 10 computers are Win 10 1709 and now fully up to date with that latest update. (One is Win 10 Pro 1709, but not included in my tests.) The two I tested on are also Win 10 x64.

Yes and one of my Win 10 1607 versions is almost fully up to date build 14393.2007 lacking two updates KB4057142 and KB 4074590 to take it to build 14393.2068

I mean when we talk about PSP X8 it is important to know if it is SP1, SP2, SP3 as they have behaved differently. If someone is having problems using X8 SP1 and we cannot duplicate the problem in X8 SP3 it would have been nice to know that we were not comparing equal systems. This has caused some long posts as information has had to be dragged out of the original poster.

It is easy enough to find out Settings > System > About and it gives the version as well as the build number, or doesn't the build number matter at all and they are all identical?
According to this site:
https://technet.microsoft.com/en-us/windows/release-info.aspx

Up to date means build 16299.248. Released on 13 th Feb. Is that what everyone has?

Certainly it's what I have.

I think most people are letting the updates install themselves.
