I don't know of any specific tutorials, though a number of photoshop ones can be adapted to PSP.

The easiest ways are to use either brushes that simulate a torn edge (PSP can import Photoshp brushes) or superimposing your image onto a stock photo of a torn piece of paper. For example, I took your example picture and used it to create a torn photo. In fact your example image is perfect for a masking option, a mask can be created with a selection or from the image's own brightness because of the high contrast between the paper and the background.

The process was simple:
1) Open my image
2) Open the torn photo image
3) Paint over the kid with white or by cloneing
3) Copy my image as a new layer onto the torn photo image
4) Rotate to match the angle of the paper
5) Hide my photo layer
6) Layers -> New Mask Layer -> From Image (Source Luminance, use current image as source, do not invert mask data)
7) Show layer again
8 ) Use burn tool, 100% opacity, Limit to shadows, to clean up the edge

Or, instead of using the image as the mask source, which requires cleanup afterward, you can use the freehand selection tool set to edge seeker or smart edge to select the torn piece and create a mask showing the selection. (Layer -> New mask layer -> Show selection)

Both work.

I then used a paint brush set to black on the mask to make the edge look more torn.

Thank you; I tried your method, but I could not do it. However, I discovered a good method with smart edge: I select the part to remove, then copy / paste the photo that interests me, then smart edge again on the remaining part. beyond the torn, then delete that too.
