Video Acceleration & Formats for web

Please assist again with the following questions:

1. I film videos for kids parties, and create DVD's while they wait.I'm trialing VSX5. Is there a video acceleration card recommended, or a PC configuration recommended to export the videos as quick as possible to DVD. Each DVD is customised with the kids name, so is different. I'm currently using an I3, 2GB, On board graphics Laptop???

2. I'm currently editing and converting a company training video to web video format, so users can stream the video online or download it. i've used wmv from VSX5, with 5 frames per second. The compression is small, but the video quality is bad. Is there a recommended format and settings for web video with the highest quality video and sound, with the smallest file size?
