How could I create a image like that (censored stamp)?

Hi,

Does anyone provide tips about how should he PSP tools to be used in order to create something similar to attached image (censored stamp)?

Ps.: The border image dashes are irregular. It is desirable to know about that.

I am not sure what you are asking. If you want to create CENSORED (or some other word) as an image, use the text tool (create as vector), then rotate the text to the desired angle.

If what you want is the rubber-stamp effect on that text, then I would suggest creating the splotchy areas using the Paint Brush and/or the Eraser. First change the text layer to a raster layer, then select a white color (or whatever color the background is). Use the chosen tool with a brush size of 4, and low values for hardness and density; manually splotch the ink areas to the desired effect. You may also want to make the edges a little less sharp by using the Push Brush near the edges. Experiment with the tools and settings to get the look you want.

It is a manually intensive process, but it can be done. The attached example (the left-hand part, anyway) is one that I did about seven years ago, using an earlier version of PSP. The designation on the face of the stamp originally said something else. I made the background a fairly uniform off-white, though I added some blotches to impart some look of age. Then I added the BULL... text on top, and I followed the above process to make it look more like it came from a rubber stamp.

I suspect what you are after is something like an advanced Blend If mode operation.
Check out this tutorial. It is a Photoshop one but works in Paintshop Pro as well.

PSP's "Blend if" options are known as "Blend Ranges." If you open up the Layer properties dialog you'll see the tab for them.

It's very similar to Photoshop's so you'll be able to make the correlations easily from the tutorial hartpaul linked to. The arrow on the top is the value, the arrow on the bottom controls the smoothness. So no need to hold "alt" to separate them out.

My personal favorite method is to apply a texture to a mask layer and overlay that over the vector layer. This way you can change the text, or the pattern, without having to start over from scratch. With PSP's ability to create selections based on vectors you can easily limit the pattern areas to inside the text area only.

Might I also recommend simply installing a Rubber Stamp font? Many can be found online for free and would allow you write the text with a rubber stamp effect without any effort on your part.

Of course these only answer the part of your question referring to the text. For the irregular line shapes you can create vector rectangles, convert them to paths. Then using the pen tool add extra nodes and start moving and bending it all out of wack.

Made using the Stencil font and two rectangles. With a mask over the top.

The mask was made using KPT Noize, Levels, the Add Noise function, and another application of Levels. So less than five minutes overall.
