Lightening the Neck Area of a Photo

Hello. I took a photo recently and the lighting was not great but I like the way I look in the photo. The problem is that while my face and arm look good, the neck portion has black patches where it is supposed to be white. I've used the Clone brush by right-clicking on a source area on my face and then targeting the neck area. Unfortunately, no matter how many times I've cloned the neck area, it doesn't look right.

Can someone give me a link to a video or written information on a possible solution? I can't seem to find another answer.

Without seeing it it's going to be very difficult to help you.

You can blank out your eyes, or just post the problem area of you want.

flagpole, Thank you for your response. After much frustration, I was able to make the neck look much lighter. I enhanced the entire picture with a filter I used from the Windows 10 Photo App. After that I used the Clone tool on the neck except I used a different part of the picture as the source area this time. I took the picture in poor lighting and that was what caused the (I think it's called) noise in the neck area.
