Questions About Resolution

If a video is taken with 1020 resolution, can the video be increased in size up to a point and still have the quality of a video taken with 720 resolution?

Also, what effect does it have on quality to change from one format to another?

Are you sure you mean 1020 and not (1920 x) 1080, which is more normal? If not, where does the video come from?

If it is 1080, then it is already notionally better resolution than 720 -- if by 720 you mean 1280 x 720...

I am talking about 1920 x 1080 and 720 by 1280.

I know the quality of a picture is reduced any time you use a digital zoom. What I am asking is if given the same screen size, can you zoom out from a 1920 x 1080 up to a certain point and maintain better visual appearance than if you did the same thing starting with a 1280 x 720 resolution.?

Starting with a higher resolution will mean slightly better results, yes.
